True, but there are not that many turtling/stalling players to complain really. Unless you play pokerstars leagues, of course.
As always, players stall before the bubble and final table, but that cant be avoided, I guess. Otherwise, in regular tournaments, I find quite few players stalling to complain, really.

Whats interesting is the polar opposites of the views. So I'm going for the middle.

Actually when I started I needed the time to workout what my options were and to check if I missed a possibility before folding. Now I use the time to check if what I thought was happening was actually happening or it was all in my head. Playing 4 tables at once you can easily imagine the cards from another table to this one and you better check.
And sometimes I already know what I'm going to do before my turn arrives, but having said that perhaps that is why I lose so often I'm maybe not taking enough time to evaluate what the last guy or girl did.

This is probably the single biggest thing that irritates me about online poker. Especially late in a tournament when people do it not understanding its hand for hand...

It appears that it is you that does not understand.
The most likely reasons when you witness stalling from some players during hand for hand, is the attempt to make the money by stalling so that they are not eliminated with their small chip stacks before the bubble.

I don’t mind the timer but I think of the timer starts it shouldn’t be as long to keep the pace of the game moving. I know I have played on multiple tables and have needed a couple extra seconds. But if your at the casino you only get what time is allowed to play at the table so it keeps moving

Do you know what hand for hand is? There is no point stalling when you are at this phase, no matter if you have one single chip, the next hand will not dealt in any table if they are still playing. It is the stone bubble phase, it is usually requires a single player's elimination to get in the money.
It is totally pointless for someone to do it.
The thread creator here means the pre hand-for-hand phase. There is a major difference between those two.

A lot of people stall and waste time so the other players can get knocked out while they're trying to get those last few people out to get in the money. I do think it's foolish and it does waste all of our time and they usually get knocked out anyway.
