I am not a fan of the other changes recently implemented on partypoker, and especially not the removal of hand histories from the site, which is covered in other threads. I am however a fan of this move. I think, cash games should be at least somewhat deep. If people want to play short stack poker, then there are tournaments for that.
That being said I dont think, this has anything to do with "protecting recreational players". In fact it can be argued, that short stacked poker protect recreational players from making big and costly mistakes with hands like an overpair or top pair, when they run into for instance a set.
Regulars typically buy in for the maximum anyway and also use auto top-up, so regulars will not be affected by this change at all. In fact the games will be better for regulars, because the "fish" will now at least always start with a full stack. So this is something, I certainly would not mind to see other sites do as well.
