South American countries don't have much of a talent for offering poker games. Furthermore, there is a big difference between the game of poker and the games offered by casinos. Poker is a strategic and mental game, casino games are games that rely exclusively on luck to win some money.
I haven't played there but I can just imagine that it must be very unprofitable or difficult to manage or have a poker bankroll at all. Why? because of inflation. Maybe not even the best poker pros can win enough money to beat inflation.
Among all, I would single out argentina as the best for poker. Uruguay is good, but not cheap. 90 days plus an extension of 90 without leaving, residence permits are also easy to obtain.

In Rosario, Argentina, they use to have interesting poker series tournaments.
The CAP series have events with +$50k for the winner, which is a huge ammount to win in Argentina.
