start with a small bankroll and small stakes as you bankroll gets bigger your able to move up in stakes and keep doing that and you should have a decent bankroll after a while.

Smart bankroll management and actively studying (including taking notes and review hands) is a good start. If you know you are a losing player, I would minimize the percent of bankroll I'm risking while learning and mostly play freerolls and < $0.50 tournaments.
