Flop raise is beyond horrible given reads/history.

He says BB is a fish, was running 19/11 and has loosened up considerably ... how is this horrid vs this opponent-type?

A) Call - he's not really an aggro player given no 3B%
B) Call

It gives you the option (generally) to peel a free turn and thus save yourself money in the hand overall (if you know how to size bets) vs going call/call on flop and turn.

the correct answer would probably be,
A)call some jam some
B) fold most call weaker Ax and call some gutters.

You're not folding out better and he's rarely calling worse except A2-A5 and some broadways. So basically your raise accomplishes nothing except put more money in the pot when we're behind, his calling range crushes us.

If he had checked we can bet smallish to get value from A2-A5 and some gutters. We wouldn't, however, be bloating the pot so much to set up an easy turn/river shove. It actually doesn't matter if he bets it or we bet it.

This isn't limit, raising for a free turn card doesn't do anything.
