Is this a raise-able hand OOP short handed? Everyone behind me is pretty loose except for the SB.

I'd only raise the blinds from BTN with that hand at this level.
Its just an avergae hand.

I don't think I'd hate it - you could raise to like t140 or something then c-bet for like t170 into a ~t300 pot if you get to a flop heads-up with position. Multi-way I probably wouldn't bet if I whiffed, and heads-up out of position would also depend on how I hit the flop.

However I am a nit and would probably just fold, so yeah

With reads everyone is loose, this is an easy fold. Especially considering the stacks behind us are Huuuge. Seems like we would be setting ourselves up to play a multiway pot with an implied odds type hand with around 22BB's. If that isn't a recipe for disaster, i don't know what is :D.

Basically, we would be raising, getting 1-2 callers a lot of the time, we miss the flop most of the time, we then either spew off more chips by c-betting a huge chunk of our stack, or we just check and give up. Either way, we rarely get to play for stacks, and picking up a few chips isn't going to be that useful too us compared to the amount of times we lose chips.
