A lot of sites require you to deposit and usually you can only withdraw to a method you used to deposit. Here in UK they will require verification (photo ID etc,) as well.
I know in the past there were some sites I played where they wouldn't let me take out freeroll winnings and there were play through requirements, not sure if this is a thing anymore, I've had no issues with the sites I play at, though the above is true regarding deposit before withdrawal. Also note there will be a minimum withdrawal amount.

I deposited $10 with neteller asked for $50 withdrawal 10+40 freeroll winnings,
Was refused withdrawal as had to play the $40 first once and give ID won a 5x $30 buy in on windfall then asked for the $150 withdrawal got it in Neteller in a day or two no problem.

How do you withdraw from pokerstars without first making a deposit? I thought that was a requirement.
The only site I have played that didn't need a deposit was Coral, but I had to go into a betting shop and register for a connect card which allows me to withdraw cash from the counter.
In the past I have withdrawn from sites without depositing, but I had to use neteller or skrill. And both of those take money off you. Skrill even tried to rip me off when someone hacked my account and deposited my money on various casino sites. I had to get the ombudsman to get my money back. I will never use them again.
