Actually, here in the states we refer to this sort of activity as politics.

Oh yeah I know that kind of politics.
But how is it not fraud? He faked a terminal illness and begging for a money to play in a stupid pokergame

This is fraud. Sadly it is very widespread and all manner of generous people are taken in.
