[25NL FR] KK 3 way

Villain in this hand is 9/3/3 after 65 hands. I decided to put out a small raise on the flop, kind of to find out exactly where I stand. I was thinking at the time that the draws would call my raise and the sets would probably raise, to shut out the draws. Whats the best line here?

Raise to atleast 4.5 or 5 dollars on the flop to get a better idea of where u stand. Your raise looks so weak that he may just be reraising u with air here to get you off your hand. As played I probably shove, you rarely see sets leading into a preflop raiser, especially that small. Im thinking he has some sort of combo draw here.

Def raise more on the flop. I would probably pump it up to like ~$6.50-7 to deny odds for the flush draw. On the chance that he donked with a flush draw, which I see quite often at 25NL, you are giving him odds to call with your raise, and just bloating the pot in the event that he hits. However, I don't think there are too many flush draws in a 9/3's range, probably just AKs. This feels more like a set to me, as I've also seen quite a few people donk lead for small amounts with sets hoping to get raised so they can 3 bet. Even if we include 56s you are still in pretty poor shape against his range, so I can find a fold against this guy.
