Normally I only play with small pairs when I am in the BB and receive a standard raise from the cut-off or dealer position from an agressive player or when playing 3-handed table. Otherwise in early positions in a table with 9 or 8 players I will fold my small pair.
If you know this guy likes to defend constantly its position, you should shove it right away and wait for the best. If villain doesn't do it often and you think he plays a tag style, then just leave it and move on to the next hand.
I'd fold it without a heartbeat, even if a 3'd show up I could end up losing against a higher set maybe? Happened yesterday, lost with 8 8 in hands , A J 8 on flop, the guy had A A. Well, the luck factor.
Fold the best solution in this case. The rest of the options will be unprofitable in the long run.
