That will depend on, how many participants the poker site is expecting. In theory it could be a 1$ tournament, if 25.000 people are expected to show up.

It means the prize fund is at least 25K.
The 25k is divided between the top players.
Each tourney has a bubble(Prize payout). If your still in on the bubble you get payed.
Stakes range from free to XXX $$$ . the prize fund is not an indicator of the entry fee.

It is a tournament that has a prize pool of 25k regardless of the amount of entries, if the entries in the tournament do not cover the 25k who is at loss and the site

Its a multi table tournament that has a minimum prize pool of 25k regardless of number entries so long as the mininum number of entries is applied. Its a prize pool spread out depending on the entries.
