The only time checking it down should be done; is in a satty game where all prizes are equal.

For example; a 6max hyper turbo satty...top 2 win ticket to the tournament. 3rd place wins nothing; if the 3rd player is all in then it's pretty "standard" to check down to try eliminate him..

For normal tournaments, it makes no sense at all to ever check down. The idea of tournaments is to win; why would people complain about someone busting in 1100th place when you tried stealing the side pot from the other player? You should play the hand exactly how you would normally play the hand...

If you have no hand Check, if you have top pair or better bet period!

I would say never bluff into a dry side pot, but if you have a hand there is no problem with trying to extract more value from it. In a way not betting when you have a hand is soft playing the other non all in player, which is wrong.

Check down to the Nuts, bet it when you have it.
