Genso Hikki: ?

This is very early in the tourney, so I don't have any good reads on anyone, but I have noticed we're seeing a lot of flops with three or more players. The pre-flop raise of 5x the big blinds is pretty significant, so should I be putting either of these guys on Pocket Aces or Kings? My other concerns is someone calling with 9s and hitting a set.

What's my best move here?

bet 300-360, call a shove. with your remaining stack i think this is a better amount to induce a shove from a worse hand than like 400+, and the board is really dry. if someone hit a set, so be it; it's unlikely. AA or KK are probably reraising. i wouldn't assume anyone's particularly strong just because they called a 5x UTG raise in a $3 tournament
