UTG only started the hand with 17,6BB, so you are not deep enough to setmine, and calling here is a long term losing play. 3-betting is also a losing play, because 33 is just not strong enough against an UTG range. Since calling is a losing play, and 3-betting is a losing play, you should just have folded and moved on to the next hand.

Flop
You flopped an underpair to the board and dont even have a gutshot as backup, so as played this is still a fold.

Turn
The A is much better for his range than yours. On the other hand I difficult to imagine, that he would actually check an ace to you with so many draws on the board. So when he check, it does look more like, he has some hand like 77-QQ, which is now reduced to third pair and kind of hate life. So as played I do think, its ok to turn your hand into a bluff and try to get him that kind of hand.

Conclusion
Its ok to sometimes abuse position to make, whats known as a float play. But we want to do it against wide ranges like BTN vs. CO or BB vs. SB, not against an UTG open. We also want to use hands, that have more than two outs to improve when called, like even just a gutshot with an overcard. And finally we dont want to do it, when our opponent has so little chips behind, because that leave less room for bluffing them off their hand. So while its cool, that you won the hand, to me this is fancy play syndrom, and I dont think, this is a long term profitable strategy.

I think its ok to be polarized on this turn.
So taking a stab at it trying to take it down right there about half of the time seems like a ok move but wouldn't be doing it every time definitely.

I would fold the flop. After his check on turn, yeap, I could consider a lead, but usually I'll check behind and try to see a cheap showdown.
