Fold preflop - low pairs are trouble hands, even with two broadway cards. You can't play for set value like in holdem simply because set over set (or straight+ over set) and getting outdrawn are both more common.

I doubt keith is playing a hand with 2-3 in it for the Wheel... more likely he has an Ace with a four and decided to slowplay it on the flop. What did you think he had when he re-raised you on the turn?

It's possible keith has A, 4 or A, 9. The annoying thing in omaha is you can get great hands but so can the other players. I take it you lost?:confused:

Yep, that's why it's unlikely his hand has 2-3. A straight is one of his possible holdings if he's raising, but it's unlikely - so more likely he has a full house. I suppose there's a remote possibility he's a doofus raising with AK, but more likely he has Aces full.
