There are donks at all levels of play, how do you think pros make a living? Not off other pros. Besides $10 isn't really that high.

i know its low stakes but i tried anything upi to $30 and it doesnt change all the way

nope. Once in a while, you'll find yourself at a $20 or $30 where everyone is a decent, disciplined poker player, but most of the time they're still donks. They're just donks with more money
