Shove its not fine , but isolate all short stacks its fine , raise 2.5 bb enough , if BB fold you have tone value...
If BB shove only fold , if call you can win in postflop...

Fold pre, QT is a very marginal hand and one you shouldn't be opening with from the HJ on a 14bb stack. With two players in front on 2bb stacks it is pointless to put yourself in a marginal spot.
