Is folding here J9s to tight? And if I decide to open should a 2/2.2 BB is enough or should I shove 18 BB?

Normally J9s is iffy to shove at 18bb. However, when it folds to you on the button, it becomes a bit more likely. You only have to wade through the blinds. In this case, one has you covered and one is really short stacked. But that BB short stack at 6bb, would call with anything with an Ax, Kx, any pair, and 2 paint. All of those you are behind. Sure it's only 6bb effective, but that's also 1/3 of your stack.

You didn't mention if you were in the money, nearing or at the bubble, etc. And that's where the ICM considerations would not only change how you approach the situation but also would change how BB does. Is he trying to limp towards the money? Much more likely he folds in that case. So yeah, shove and buy yourself another orbit with the blinds. Otherwise, it is a tougher situation.

Standard open is fine.
I feel like those 2-2,2 sizing's are exploitable especially in LP
where usually we should raise larger than EP and MP.
If you do decide to open do 2,5bb at least.
Now with that in mind there' s also nothing wrong with shoving
or folding. Its on the line of being too nitty but not crossing it.

Folding is definitely to tight. Barring some super special situation like the bubble of a satellite, we generally need to get involved with any playable hand, when it folds to us on BTN, and J9s is very playable. Maybe you can fold something like 53s, but J9s is not even near the bottom of a standard BTN open range. You are to deep against SB to open jam, so min-raising or going to 2,2BB is the right play. If SB shove, you fold, and if BB shove, you call it off and play a "flip" for his 6,4BB. If BB call and check to you, you jam any flop, thats not terrible for your hand. If BB run a "stop-and-go", you call, if you connected with the flop and fold, if you failed to connect.

i would have bet 2 or 2.5 bb in that spot, however i wouldnt say folding these hand is way too tight specially if you are near the bubble and you dont want to risk your stack with an average hand.
