Seen the action preflop and on flop Q4 on that board plays only as a bluff catcher for a river bet it's a heavy board where lots of hands beat you so just check call turn and reassess river may be you won this pot but most of the times you will end up loosing a big pot on the river.

Preflop
Taking a free flop is totally fine. Depending on dynamics there can also be merits to raising with garbage like this to apply pressure and get fold equity.

Flop
Very standard call. Raising would be an overplay and folding much to tight in a blind vs. blind limped pot.

Turn
You improved to two pair, and I like your decision to raise, when he only bet a little more than 20% of the pot. This is a blocker sizing, and its usually some weak hand trying to see the next card for cheap. Your two pair is very vulnerable on this board, so you dont want to allow him to block and possibly draw out on you for the cheapest price possible.

River
I think, the river need to be bet for value. You dont have to bomb it, but something like 40% pot can easily get called by KX or even QX.

Results
Turns out you were behind and almost drawing dead since the flop, but this is not something, you should beat yourself up over. Its weird, that he used this blocker sizing on the turn with a hand as strong as two pair, but most likely he did not understand, how strong his hand actually was blind vs. blind, and he was overly scared of the board. This is something, you can take a note on, and all in all you definitely lost the minimum in this hand. I would have bet the river and given him around 3k chips more.
