Do you guys shove here? I had some notes on the UTG like he min raise every hand that he plays (he never raise more then 2x), does not 3-bet ever, and also his open raise range is very wide (any 2 suited cards, any face cards and sometimes connectors 34o,78o,109o ). Also what I noticed is that before this hand he lost a flip against another player and he is tilting easily.

My default here would be to fold, because normally KTo is not doing that well against a LJ opening range, and fold equity is also reduced, when you only start with 11BB. So in general I would prefer to find a spot to open shove for more fold equity, or to have a stronger hand like KTs or KQo. But if he is opening to wide, this cant be that bad. There is an overlay from the blinds and antes, and if he call you wider because of tilt, your equity goes up. As the actual outcome illustrate.

If villain raises 73.8% of his UTG hands, as you say, then your call is correct.
Here's what you should 3bet/shove with your stack: 42.6%, 22+ Ax K2s+ K4o+ Q5s+ Q8o+ J8s+ J9o+ T7s+ T9o 98s
