ACR and BCP work for me, CA-biased opinion, though..
WPN, Winning Poker Network, includes America's Card Room, ACR, and Black Chip Poker, BCP. ACR is my default online site. In California, WPN is the only option for online poker that I have played. ACR has the added bonus of providing Cardschat freerolls, if you are a member of free-roll club at Cardschat.
I think you can play the Cardschat frerolls at BCP.
BCP, since it's owned by WPN, has a lot of similarities with ACR. Not too many outrageous hands, good variety of games.
It is important to know that WPN sites have cash money games legal in California.
Make sure you read what others have to say about sites that are legal in other US states, and countries.

I live in Virginia and even the casinos coming to the state will not have poker. I am building a small bankroll on NLOP, but the play is garbage. I have started playing freerolls on ACR and love the play there. I finally won money, though not much. I love the tourney structure and it is allowing me to learn better ways to play. So, ACR is not bad in my opinion. I have played some on BetOnline and was not enjoying it.

The most fast cashouts in william hill i guess(around 4 hours) best soft on pokerstars, the worst - on partypoker.

Wow, you must be playing on completely different tables than me then, because that is just about all I see there. The RNG is a joke. My personal opinion on the RNG aside though, WPN shouldn't even be close to sniffing a mention here before they get some type of live support if we are talking about a best site out there.

For cashouts, PokerStars is the best one by far for me (I receive my money intantly most of the times).
For software, I think PS, Partypoker and ACR have good softwares.
About the others factors, I think all rooms are similar.

Really depends on where you are located. Many of the good sites are located out of the US, so the best one in US would be ACR and ignition. ACR does seem shady but you can get your deposit and withdraws within hours. Ignition is much better in my perspective compared to ACR, however, the only down side to is its anonymous. Some may like that and some may not, but definitely don't like that feature even though it's unique. For people out side North America, GGPoker is doing much better among the Asian player pool. Very reliable site to be playing on. Pokerstars and fullTilt are reliable however its not available in parts of the world. Might want to look into withdraw methods before depositing, it's always a pain.
