Using france as a comparison.
France has about 65 Million people/
Calif has about 35 mil.
France has isolated itself via Stars so that the French only play against the French. Results are not nearly as good as the French Gov probably envisioned. Rumors have French Folk playing in Belgium or other countries.
The UK has about the same 60+ Million, but has not isolated its populace.
So it might follow that if France is not getting what it hoped for, California certainly can not provide the pie in the sky windfall some might predict. Which leads to we Californicators probably preferring no legislation which creates a new crime. We are fine at the sites currently providing service to us. Yeah, we all miss the global player pool, but to eliminate what currently exists in favor of what might someday exist won't work for this Californian.
This might then lead to a situation where we should be creating Consumer Protections first, then new crimes second. i.e. Transparency as to where the player funds are kept, how age verification is determined, fairness of the deal, etc. etc. So that law might read;
If a company serves up Internet games to California where real money is involved, then they will do (such and such). Failure to do these things will result in (penalties).

Why would any law need to be more complicated than that? Granted the details might need to be overly complicated, but at its core a law like that would favor no one but the bold.
