nonregulated why?

this might be a stupid question but i am new to online poker. why are the regulated sites banned from operating inside the u.s while these non regulated sites seem to be allowed to operate inside american borders without persecution. Its not like everyone doesnt know that theyre accepting us players. If someone wanted to shut them down for it they could. i just dont understand the reasoning.

Honestly, it seems to me that it is absolutely not important.
There are quite a lot of quality sites with good reputation, so there is no reason to start playing at little-known sites without any reputation. It is risky because you can lose your money.

Are you sure that small sites are without persecution? Did you check it? Maybe it's also bunned. But I am about other moment: why banned? To help for live poker in live casino. Are small sites dangerous for casino? No, because it's too small money traffic so it's not important. But pokerstars is king. And it could be grab players to online not to live poker.
