comments like that may fly at a home game but you're not allowed to say call and raise
There are reasons why it's not allowed and shouldn't be allowed even in a home game. Reason number one is obvious. You're only allowed to make a single action when it's your turn. By saying "I see your bet and raise" or "I see your raise and reraise", you are in effect making two plays in one turn and that's so against the rules. But another very good reason is because you can glean information in a very underhanded way.
By saying the initial part of the phrase, you make your opponent believe you're just calling, even if only for a second or two. In that tiny second of time, they will probably have a reaction to your call. So if they give a look and vibe of relief you know their hand is strong and they want action. If they look scared or nervous, you can tell they don't really want action.
To the person who says it's quite common, maybe it is in home games, but consider how it can cause someone to give a tell. Players try to illicit
tells from each other all the time, or at least get answers to questions, but the "I call and raise" is imo, on the underhanded side.
