There are several aspects to qualify a country as better or worse for poker.
1. Regulation. Of course countries where there are no restrictions to online and live poker are better.
2. Taxes. Countries where there are no taxes on the winnings from poker are better.
3. Internet quality and price. For a player who plays online especially high stakes having stable internet connection is crucial.
4. Standard of living. If you earn your money from poker having 100$ in New York and the same 100$ a country where monthly salary is similar is much different experience.
In my country (Bulgaria) poker is rather heavily regulated but the other aspects are good (no taxes, dirty cheap and very stable internet and rather cheap prices for europe) so i consider to be in rather good position.
