Need clarification on the fold to cbet IP stat

In multiway pots do all the players who have position over the preflop raiser come under this stat or only one player who has the last position?

Like for example UTG opens, CO and BTN call. Now when the CO folds to a flop cbet then is that considered an IP or OOP fold?

Are multiway spots even included in the stat? I would have thought the frequencies should be quite different so including both seems odd
