Villain is 40/3/2, wtsd- 39%, w$sd -66% over 60 hands. 30bb effective stacks.

Been in this spot a few times in the past, I'll isolate a shortstacker with a good hand who limp calls preflop and end up with 2nd pair or something.
Is it ok to just get it in here?

Yea, just raise this and try to get it in with the <30 BB stack. Small donkbets are almost never a made hand and he will probably stack a straight draw, any 9, and maybe some underpairs.
