$25 NL HE Full Ring: TT get C/R and villain shoves, line check

Villian Stats (VPIP/PFR/AF): 17/16/1

Villain has 88% cbet. If never seen him c/r.
I peel the flop cause his raise is so small and then he really confuses me on the turn.
Just fold flop? Call shove?

I peel the flop cause of his bet sizing is so small+ i had no idea what hands he would do this with.
AA/KK are imo probably just cbeting since the c/r scares out so many hands he has beat, 88/99 doing this is basicly commiting suicide since he is geting value from so few hands.
So that maked me think JJ/QQ,maybe a few AK/AQ and 77 type hands doing this for bluff/value.

Its the overbet that really doesnt make sense to me.
Do u see any hand that (decent)villain does this with that beats me and actualy expects to get called by worse? His line is so ridic strong/scared i dont really see this as AA/KK...
Dno maybe im just overestimating villains ability and he is actualy playing his hand face up.

As for the AF, he cbets most of his range and then either c/c or c/f most turns if seen.
Hand sample is small at around 200hands...
