well if hes betting min so far every time, id raise maybe 3-4x his bet, see what he does. if he just calls, and you hit your flush, id bet about 5x his previous bet (as in the .25, not your raise), and if he raises you, just call.

but then again im a stupid nubby =)

With that board its hard to get value out of this if he doesn't have a K or 2 pair at least, in the same time there is the danger of another heart on the river. I suspect he might not have much of a hand with that minimum bet he made on the flop, 25c in a $1.10 pot. Maybe he had a pair and with the A he now has 2 pair, hopefully its not a hand like A8 or else you really might not get anything out of him.

A check/raise would be the ideal play I think but I'd bet out 50c because with that board if you check he might check behind w/o a K, and you don't want to give a free card for the danger of another heart, although since pot is small if you feel like risking you could check but I wouldn't.

You say he's weak so he might call a 50c bet even with just an A. If he has a K he'll play back at you.

Bet pot on turn, or at least raise him. I really can't work out why you flat called then bet the river.
