This guy is 35/0/4 over 60 hands. The only note I had on him was that he will turn his small pairs into bluffs if I check back the flop. Do you think I should put in a value raise on this river?

I would raise this up to 2.00 to try and get value from hands like a pair, pocket pairs that didn't hit a set, other Ax hands.

If you have seen him bluff big on smaller pairs and/or missed draws, be prepared to call a 3-bet.

What he said. I'm prepared to pop this and call a big 3-bet. This is a worse two-pair or total bluff because he doesn't believe you have the A/weak stab with busted draw very often.
