This may seem like a basic question and boring hand but it is correct to raise the set here on such a medium board? I want to charge gutshots and punish Kx+. Also maybe get a call from A9/98. I think any non Kx+ hand is going to X/F the turn unimproved anyway.

I think it's fine. You could just call IP but I would prefer that if there weren't gunshots available
Any T, J or Q downgrades your hand so good to raise on flop.

Which other hands would you be raising this flop? If you don’t hit sets would you also be raising? This flop is a bit dry and SB opens a lot for stealing. SB will have tons of trash hands on the flops more than gutshots and Kx, A9/98.
It’s not wrong to raise here. We can simply call 74-78% of times and raise the rest, when we think villain isn’t opening from SB to steal and the flop is more coordinated.

I guess I'm only raising 33 for value as 99+ are 3bets so 3 combos for value. In this scenario I'm looking for about 9 bluffs. I want to call GS's so probably raising 45s, 78s, T8s with the BDFD. Does that seem reasonable?

What about K9 or K3 those could be raised for value too. I would think the better raise candidates as bluffs are gutshots with bdfd e.g. QTs

I'm thinking my value raising range is tiny. I don't want to raise top 2 and the only set in my range is 33. So my bluff range is also tiny and I've chosen hands that can pick up considerable equity OTT rather than hands that can just straight up make the nuts like gutshots.

Given I'm facing third psb, I need to carry on with 75% of my range so hmm, these are my thoughts on range construction. Is this reasonable?

Not considered all the folds/calls, but just a quick question why 15 bluffs to 5 value? Arent you too bluff heavy with this ratio?

I think I read somewhere it's 3:1 OTF, 2:1 OTT and 1:1 OTR.

I think it's too many, more like 2:1 flop, 1:1 turn, 1:2 river. Of course it depends on bet sizes/situation. But it must be less than 1:1 on the river otherwise your opponent can profitably call all bluff catchers.
