AT and 34 stands roughly the same statistical odds (coin flip) agains pocket deuces and that says a lot about the strenght of pocket deuces. Deuces can only dominate a hand that has a 2 (A2, 32, 52...), and you won't see many payers playing these types of hand post flop. Every card on the board that is not a deuce, is a scare card. That is definitely not a good pre flop card, so don't overplay it.
You call a raise with deuces, or raise with deuces from BU/CO mainly as an attempt of steal, and hopes to see a set in the flop, otherwise you are not in good shape.
