It is impossible on Pokerstars. Each site has its own terms for withdrawal of funds. But I know that such an option exists on partypoker and 888.

Can confirm as of this week Pokerstars visa cash out is still $100.... Created a neteller account but turned out to be a bigger hassle with fees, current iOS login issues, etc.
