First of all, you need to call 2bbs in a pot of 3+1.5bbs so your odds are... 2/6.5 = 30%, so you would hope to win this money over 30% of the time by calling, or win more than this (implied odds reference) maybe around 15-20% of the time.

According to this graph, if you call you will have, going to the flop: over 33% equity over 30% of the time, and over 50% equity over 25% of the time.
Being out of position against a tight range can be difficult, but honestly flopping top pair usually gets a cbet out of people (seems like people mindlessly cbet kxx qxx boards) and small to medium pairs tend to give up on those boards after you call. All these things being said you can call or bluff raise at least 25% of flops, but won't be making fortunes on the implied odds scale, when you have the best hand, because people will usually only put more money in the pot if they beat your top pair medium kicker.
So whats the answer? If you feel confident in your game and understanding the future streets, then you could call even against a tight opener, but if you aren't sure how to play different board textures, or aren't sure you can fold when clearly dominated, or feel like your opponent will play really aggressively and put you in super tough spots all the time, then you should fold.
