I have done it and understand the rationale behind it completely, so it doesn't bother me at all. However it does kill me when people do it when a tournament is hand for hand. At that point it doesn't matter.

More often on a ladder jump, than trying to get ITM.

Online play gives you 10 seconds roughly - playing a real live game you have a minute minimum to act. It is perfectly fine and not against any rules to use your allotted time in any instance. Slow playing to make the bubble - just a part of the game. I personally hate when players sign up for a tourney and don't even play one hand just sit out the whole time, you couldn't do that in a live tourney so how come players can do it online?

basically i hate but love it at the same time. lol it drives me nuts too but it is useful especially in freerolls, when 6 - 10 people drop every hand.

only really practical on acr now, almost everyone else has stepped into the early 2000s and has hand for hand

I have used the full clock but only on rare occasions where taking the clock could mean a jump in the money or you min cash from a comp ticket in a $10 NLHE progressive bounty.
The only games where taking time hurts you more often is when playing a timebomb on PS, the game is short and you want to see as many hands as possible.

The time bank online is very short, most of the time you don't have enough time to take hard decisions. So stalling when is bubble time doens't make much difference in the game.It makes more sense in SnGs, Mtts otherwise dont pay a consider amount when you just mincash

In tournament, when there are few people to paid places, I understand when people waiting to last seconds in their time... But I notice there are some trend doing this in part of tournaments, when it doesn't matter... People waiting and waiting, but they don't realize blinds are every second higher and higher, so instead of that, they could be on the smaller blind, they are on the higher blinds with low number of playing hands...

Stalling to make ITM or to get a payjump can actually be a good strategic tactic. I think all of us here are guilty of doing so at one time or another, and there are times where you will be very short close to ITM and stalling is a tactic that can help get you there. While I wouldn't recommend doing so if you do not have a crippled stack, if you do, it can't hurt!

Funny story. The other day my laptop charger went on the fritz and completely shutdown. Right before that happened I cashed in a huge pot, was put in 8th place with about 130 people left (only a $1 buy in tourney). Couldn't play the rest of the tourney. Few days later ended up getting the adapter working again, got 12th place :p.

I never ran the clock down stalling but I have continuously folded until I made ITM when I was close waiting for players to drop out.

making people act quicker is a mistake. You have to remember some people, including myself, are ENJOYING playing multiple tables on multiple sites sometimes, which means you need extra time to make that many decisions correctly.

So many sports and games have a stall element to them: Basketball, Hockey, Football all have times where teams run out the clock, and then there is freezing the kicker timeouts!!!! Boredom but essential??
Even Baseball which feels like one long stall (lol) has that inner game where pitchers step off the mound or batters step out of the box to take a little time to think.

However, since this is a site designed to make us all better players supposedly, I have to add that all the money is in the first three places in an MTT so you always want to be crazy aggressive especially when others might be playing tight on the bubble.
