Chip dumping is easy to suspect and hard to prove, besides, if your goal is to win the tournament it doesn't make a difference, you still need to win all the chips.
If the chat is private, the only way to know that the players are saying their hands to each other is if you are one of them
If the players describe their hands in the public chat using a different language, and you know that language (otherwise how do you know what they are saying?), it works to your advantage, so sit tight, keep playing and take all their money

In my opinion, what I would do about them is Nothing.
Poker is such a game where these factors don't really bother you.
You just play your A game.
No amount of cheating can really effect you.
