I would have cbet here, He is so short if he hit the flop he will shove or call and fold everything else. Considering how often he misses the flop and how its nice for you range i think you will win way more than lose here.
Itís hard to say. Need to add stats postflop play. Your opponentís range implies hands on the flop hands(T and K) , as well as hands like AJ, most likely he will call if he has a streetdraw. Flop-kbet is a common technique for 2019, and your opponents at the table often do not believe it. But if you still decide to flop, you should bet on the turn. You wrote statistics for playing preflop, this is not enough to draw a conclusion about the opponent's game postflop. Write the stats of the "fold on the flop" , the "fold on the turn", and the "post-flop aggression factor", as well as the stats "wtsd%"
I would probably c-bet this. It's not a huge pot, so it's a low risk bet. He has shown weakness by checking. Plus, you have position on him. Checking would just give him a chance to make a hand on the turn. If you bet and he calls, you could easily just shut it down unless you happen to hit a 3 on the turn.
