Can anyone have Hacker tools

Sometimes i feel my opponent can have hacking software tools, when he is shoving with their (3,7,) (2,7,) (4,10)... etc. And won with two pairs vs my High card Pair.

If you play in famous poker rooms, the answer is no. There are no such tools.

there no such thing.. they completely absolutely legit
