We had an incident at the local pub league whereby after the river (two players left) the better was called and he declared two pairs before showing his hand. The other player mucked his cards into the pack without showing them, the player declaring two pairs realised he did not have the two pairs, but because the other players cards (which apparently were the winning hand) had been mucked there was confusion as to who actually received the pot.
Can any one advise please.

My opinion

My vote is with the player that called. Even if the player didn't have the other player beat. The player that mucked should win the pot.

Mucked cards are mucked cards - you can never win when you throw your hand away. It is the player's responsibility to know they are beat before mucking their hand. Just because another player says he has 2 pair doesn't mean he does.

This would have been an easy decision for any dealer - it is not even debatable.
