What is the correct procedure if in the second betting round the dealer accidentally collects the player's cards that were on the table and puts them in the trash?
Is it the dealer's or the player's fault?
Player loses the bet chips and exits the round?
Or does the house assume the employee's error and pay the player?

It's the players responsibility to protect their hand. The player's hand is folded and the chips stay in the pot.
