You can always have a royal flush by the river with any 2 cards so the worst hard should be defined as worst on a street. On flop the worst is 2 7 just cause it's the worst with which You can't flop a straight. Preflop 2 7 is better than 2 3 ( actually 2 7 wins 56% 23 wins only 23% and rest is a tie.
