Can someone explain what the yellow boxes mean such a C>4 and R<1?

I'd like to know what "special" means too; I have absolutely no idea.

I'm in no way certified to answer this question, but going off of the limited knowledge I know I think that special is suggesting that you play the cards differently depending on the scenario (being your position at the table, any raises / 3 bets, the quantity and quality of the players at your table, etc.).
