Is this the most possible number of outs on a flop of PLO...

2h 2s 2d 3d vs 7c 10c 10s holding 6s 8c 9c As

3 6s, 3 7s, 3 8s, 3 9s, 4 Js, 3 As, 5 clubs for 24

I believe you would be about a 75-80% favorite

Cardschat odds calculator in the blue bar at top of page has an Omaha feature. equity on flop is 72.43%.

poker strategy website has a free equilab for PLO. It is perfect for this type of calculation as well as inputting ranges to let you know equity versus other possible hands in this spot as well. If the V had some hands with a T for instance.
