Like a lot of others mentioned there's often more value in throwing the hand away then there is keeping and hoping for the best. Other than that it will depend on the stage of the game, the play style of other players on the table, yours and others chip stack and lastly I would evaluate the how much value others would give me based on the play style I've shown leading to the hand

depends on when and what are you talking about.
if it's comlete garbage in 93o in SB cash game then just fold. You will get dominated, you'll have to bluff, so unless you have some reads on your op just fold.
IF we are talking HU Q8o again it will be heavely dependent on your opps 3bet/calling range.
But as a rule of thumb just fold any hand that is not like ~25% of hands. It's easier to make post flop decisions and you will not get abused buy some wierd over pair.
Plus mind your possition. K9o on SB vs BB and 59o in UTG are different hands =)
