Five highest cards in Omaha Hi only

Is it possible to not use the five highest cards in Omaha high? I entered an Omaha Hi only tourney (home game), an opponent had a set of trips using one of his hold cards, his second hold card was a 7 which was lower than any card on the board.
Can he use the 7 or are his trips counterfeited?

Try pot limit omaha 8 or better if you really want to get confused about counterfeiting .

Again is his hand counterfeited when his other three hold cards are lower cards than that of the board? Does he not have to play the 5 highest cards?

Nope he doesn't have to play the 5 highest cards, he only has to play 2 of his cards and 3 from the board... it's the best 5 card hand he can make out of that.
