building onto what he said: it's important to cover as many effective stacks as you can (even by 1 chip); this way, when the time comes, you can cover them for bounty and not allow another runner to take him out of his 23 [or so] remaining chips.
personally, i play many hands, in the small blinds as others are playing hyper aggressive and super tight to build a stack. They get nibbled on by blinds and become a shorter stack than I am. When it's time for them to try to shove and double up, I'm waiting.
