the negreanu book only covers BASIC strategy in brief detail. no real theory involved, and not all that useful to anyone but a newbie. haven't read kill everyone, but i've heard great reviews about it, so i'd recommend that.
Power Holdem was unfortunately a huge disappointment. Daniel's section in the book is good material but most of the rest of the book is a waste of paper (there's a number of contributing authors in the book and when you hear their names you might get your hopes up.... that is until you read it). Most of the info. written by the other contributing authors is pretty lame... some of it very novice stuff at best.
I'd go with Kill Everyone..... but maybe go with 'Kill Elky' instead (which is basically 'Kill Everyone' but with added material from 'Elky'...~35pages of stuff added in and is supposed to be excellent).
If it's a choice only between the two books you've listed... go with Kill Everyone imo.

WHAT!!!! Yes, maybe the sections by everyone but Negreanu were a bit blagh, but Daniels section on small ball is not only far from basic, but is pretty much the preferred strategy of most tournament pro's. If you think small ball is basic, you obviously didn't understand it.
