What did I do wrong here? Should I have been more aggressive? This player seemed to want to risk everything without cards from the start.

Some players in freerolls try to get a stack early on, so they'll just go crazy and either bust or have a decent stack without wasting too much of their time.

You need to raise him on the flop or turn. Call with 2 pairs is very passive play.
