Shove preflop. What is your plan when limping 99 here off 9bb? The fact that this is the bubble doesn't make much of a difference when you cover 3rd by 700 chips.

if you are worried about cashing in a single SNG, you need to revise your bankroll, you should be less worried about cashing and more worried about making a bunch of correct decisions in a row.

Even if you are just playing to cash, this is still a jam. You only hurt your EV in the hand by open limping here and it's less likely you'll cash since shoving guarantees you make chips long term and limping does not.

Looking at how passive he'd been preflop has to be a shove would of probably folded to a min raise

yes the saying goes you dont make same mistakes twice (but for me it seems i make them more then few times...) and this one ill remember...due to this (99 hand)I ended up busting out very next hand I had AK in sb(my chip count 1468 bb who is now in 3rd has 1754,the blinds takes away 150\300 leaving me with slightly more then him I have 1468 and he has 1454)so utg raise I go allin,bb goes allin and utg goes allin,bb has qq and utg jj the flop comes JdTd4s 5c As.Utg flop set and bb gets 3rd cause he had more chips before blinds where entered....

yep, it happens. some tournaments are just not yours to win. I vividly remember bubble a tournament where i had some 10k chips and 3 other players at or around 1k chips. So sometimes shit happens you can't do anything about it apart from make the best decision at that paricular hand. I also vividly remember cashing a tournament where i was down to 20 chips, i remember doing that on quite a few occasions so it all evens out in the end.

It's all variance basically. All we can control is our decision making and making as many knowingly correct decisions as possible, every other thought it just your mind playing tricks on you, or it's your emotional response to wanting to cash.
