I had 18bb. The blinds were going up in about 3 minutes time to 100/200 which would put me to 14bb. The table was tight, the loosest players folded and the guys in front of me were all tight. Should I have folded? I thought it was a good move to steal the pot but now I'm thinking I should have waited for better hands. Also there were 27 players remaining with 13 getting paid, so I thought it would be a good idea to play aggressive while my stack can still do some damage and people are playing scared.

Shove is awful here with Q8, this is a pretty easy fold preflop from the HJ. At this level if the players in front are tight, you can make a standard 2x-2.2x raise with an 18bb stack because you aren't getting reshoved on light. You also are not in desperation mode on 18bb and don't have to force spots like these with crappy hands.

The only hands you should ideally be open shoving on 18bb from this position are mid-range hands like 66, KQ, AJ etc, and that is if and only if you have players in front of you that will reshove on you light and you don't want to raise/call.

<14bb is when you should be going into shove/fold mode and even then you shouldn't be jamming Q8o from the HJ until you're under 5bbs.

With 27 left and 13 paid in a $0.25 SNG, players are not playing "scared" and an 18bb stack isn't one that can do much damage in a regular speed tournament. Be patient and do not force these spots with crappy hands. :)

With 18 bb left you can still wait for a better hand/spot,shoving Q8o is not suitable especially against bigger stack.

Wow this was certainly not optimal... min raise and steal if they are folding too much... you can also stab at most flops for 30-45% pot too that way you have multiple ways to win the hand and a way to get out for cheap when they shove (no worse hands are shoving)

I think you can wait for a better situation to give or chips.

It seems like you panicked with 18 bb's. Even with the level change and going down to 14 bb's, you still had time to pick up a better hand than that. Now, if everybody folded to you in the SB, the shove would have been alright because you only have to fade one caller instead of 4.

But sometimes these types of shoves do work. It's less about the cards than it is how others are playing.
